Position Summary
We are seeking a proactive and experienced Head of Human Resources to provide strategic and operational HR leadership. Reporting directly to the General Administrator, this position will be instrumental in developing, implementing, and enforcing HR policies and labour regulations aligned with our organizational strategy and the HR Excellence in Research (HRS4R) action plan. The role will be critical in ensuring a high-performing team and managing complex operational and compliance duties.
Key Responsibilities
- Strategic HR Leadership and Compliance:
- Develop, implement, and ensure compliance with comprehensive HR policies, programs, and all applicable public sector (Catalan and Spanish) labour laws and regulations, with special emphasis on the public research sector.
- Provide expert guidance on all HR matters, including recruitment, onboarding, performance management, training, employee relations and data protection.
- Actively engage with the center's community and key stakeholders to promote and execute HR initiatives, with a focus on HR Excellence in Research.
- Actively participate in monitoring adherence to established internal HR procedures, policies, and institutional guidelines.
- Operational HR Management:
- Manage the full recruitment lifecycle, prepare and manage employment contracts, and coordinate with external labour services for payroll and related documentation.
- Manage employee affiliations, terminations, permits, and absenteeism.
- Coordinate risk prevention measures and prepare/ update operational manuals and internal HR regulations.
- Promote and evaluate the implementation of HR-related IT tools.
- Prepare HR reports, analysis, lists and other relevant information regarding HR.
- Maintain accurate and up-to-date HR records and documentation.
- Employee Relations and Support:
- Act as the primary contact for staff seeking HR advice and guidance.
- Anticipate risks, resolve conflicts and ensure consistent policy enforcement.
- Act as the key point of contact for external labour and legal services regarding personnel.
- Develop and implement initiatives to foster a positive and collaborative work environment, including teambuilding activities and strategies for strengthening employee connection and building a sense of community.
- Talent Management and Development:
- Lead the recruitment and selection process to attract and retain top talent.
- Implement and manage the staff development and performance management system, promoting training and development activities in collaboration with Research Unit heads.
- Foster a culture of professional development and continuous improvement.
- Intercultural and Collaborative Environment:
- Navigate a diverse and multicultural work environment, promoting understanding and respect.
- Work closely with the General Administrator to support organizational goals and provide expert guidance to employees and managers.

CALL BASIS
Requirements for applicants (for the Curriculum Screening)
Required qualification:
- BSc degree in economics, administration, psychology or equivalent (documentary evidence through a certificate)
- Master in HR Direction or equivalent (90ECT)
Catalan language*: C1 of Catalan (documentary evidence through a certificate)
English language: At least English language at level B2 or equivalent (documentary evidence through a certificate)
Experience:
- At least 3 years in HR department
Merits (Phase 1)
Training in a subject related to the functions to be performed
- Additional Master to requirements (2 points): the number of credits or teaching hours must be indicated
- Postgraduate degree to requirements (2 points): the number of credits or teaching hours must be indicated
- Complementary training in HR (1 points): the number of credits or teaching hours must be indicated.
- Training in Microsoft tools: Excel, Office, PowerPoint (1 points)
- Training in other IT management tools (1 points)
In case of having several certificates, only the highest level will be valued

Professional experience merits:
- Relevant HR Experience: Experience in HR directly related to the Key Responsibilities outlined in this job offer. (Up to 2 points per category - maximum 10 points)
- Knowledge of SAP Business One (2 points)
- Public Sector Expertise: Proven experience within public administration or the public sector. (2 points per year, up to a maximum of 6 points)

SELECTION PROCESS
Phase 1:

Phase 2:
• Reference verification:
- Verification of the provided references to validate the candidate's experience and qualifications.
• Interview eligibility:
- Candidates meeting the call’s requirements, demonstrating sufficient experience, complementary training, and language proficiency (as determined by CTTC’s threshold), and with verified references will be invited for an interview.
Phase 3:
• Competency-Based Interview:
- A decisive interview focused on assessing skills/competencies will be conducted to select the final candidate)

Permanent position with an interim period, to be ratified by the Board of Trustees under the 2025 replacement allocation.

- The Center Tecnològic de Telecomunicaciones de Catalunya (CTTC) is a non-profit public sector research institution dedicated to fundamental and applied research activities, focused mainly on technologies related to the physical, data link and network layers of communication systems and Geomatics.
